Yuan gave Victor an embarrassed smile. “I… never had one in the first place. I didn’t exactly come here legally.” The full story was much elaborate than that, but it was neither the time nor the place to get into specifics.
When Blaze came up with a solution, the Beast allowed himself some careful optimism. The wording however, seemed suspicious. Often, a choice was offered simply out of politeness.

Victor prepped up, grinning as Blaze became a well of suggestions for his woes.
"Think you'd have an easier time reaching him than a court outsider?"
The tone of the question clearly pre-supposed the answer to be in affirmative
"Either way I'd like the contact, if nothing else to be able to file it away in the books. Sounds like a useful name to have."
He glanced to Yuan as the Beast elaborated on his own situation, shaking his head dismissively at the embarrassment
"That answer there is the better one. Lost ID's can be a hell of a headache to deal with, and they're loose threads if not."

As far as Yuan knows, Blaze genuinely wants to help him. She's trying to keep it professional, as much as her diminished state allows, perhaps figuring that being overly enthusiastic would be suspicious in context.
"It sounds likely to me, yes."
The fact need not be stated, and Victor seemed to realise this. Even if Talos' deals were more public-facing, this is still Winter we're talking about.
She offers the contact information to Talos. Indeed, while she's at it, she'd offer her own number as well - the Sprite was after all still in the process of 'getting out there', and it felt appropriately opportunistic to ride on someone else's popular skillset.
