Ivory and Agrippa had spent the morning shopping, hitting up the small, modest businesses. They even had their nails done for their hard work, and the Unicorn scored horchata. The Pale Dragon blinked as she noted the Teslas in the beaten down lot, slowing as they recognized Archie with two other handsome men making themselves scarce from a bar lined with motorcycles. Archie didn't fuck around and quickly explained that the other two were Changelings utilizing the Mask to keep a low profile. Mitchell Carr was their fourth, but the Swan didn't appear to be anywhere close by.

Archie didn't beat around the bush and jumped straight to business, as was his manner. Rick was polite, with his roguish charm to both Ivory and Agrippa suggesting a level of familiarity. But he didn't dally and gave a brief breakdown of what he learned today. - The people in the area are held here two things.
- First by cultural and community anchors. Not willing to get up and leave.
- The second was financial limitations made more complicated by criminal ties, either owing money or family connections.
- Anyone who does take the buy-out will be scorned by their community. Many who do will burn through the pay and be in financial hardship quickly without a support network.
- This has signs of magic use and is home to Watch Tower, a Winter rock band.
Rick considered what he shared for a moment before speaking again. "We're going to need some extensive support network systems to lessen the burden of moving for these people. But as long as the criminal element is locked into this area, no one will move. No matter how big of a buy-out or support they will get. So we need to convince the local gang to up and move or pay'em off. "He crossed his arms before adding a final bit. "I am thinking of meeting up with Watchtower, have some rapport with them, and might be able to get more from them. I ain't gonna be much help with the bureaucratic shit, so I can keep to street work."

The nature of Rick was met with a suspicious glance from the Pale Dragon, but the apparent trust of Archie in him seems to soothe things over quickly. When Rick grants his piece on his group's findings, Ivory would do the same. Notably, Ivory was very clear in noting the many contributions of Agrippa in the matter. They were a team, after all, and Ivory wanted to ensure the Beast was given their due respect. An outlier in the employee records who deviates from the background of the rest exists by the name of Maria Melnyk. Whether the information was relevant or not, Ivory was unsure. They also possessed some knowledge of employee records.
- For a small property management agency, Ivory and Agrippa were able to uncover that a significant amount of money was being spilled into the building and, presumably, the investments in Whitney. The pair suspected money laundering, but neither had the background to say for sure.
- Incentivized by the initial payouts, tenants were quick to leave, but the exodus had tapered out within a few months. Agrippa uncovered news of violent altercations and a homicide, which seemed to be linked to gang violence. Tracking the names of the victims revealed that they were family members of those people who chose to leave Whitney.
- Those who remained were being incentivized to continue working lest their family suffer similar violence. Most of the businesses on the block were home-run, such as estheticians, fortune tellers, and masseuses. The main families remaining in the area are Vega and Silva, should the team wish to track them down and press them for information on who was targeting them.
- The primary developer is attached to Chugunkin himself and the project has nothing to do with housing, instead consisting of the building of a stadium, convention center, and business district to pour more money into Whitney. Most importantly, the city is actively working against the remaining population via new zoning issues designed to screw them over.
Looking to Agrippa, Ivory would ask if she was forgetting anything and grant the Beast some time to voice any clarifications or new information they desired to share. Only after Agrippa has been given some allotted time, does Ivory speak again. "Agreed," she says as Rick speaks of the need of support, "The reality is we are facing two visible paths, one is changing the mind of they city and Chugunkin's, the other is dismantling whatever localized threat is forcing the tenants to stay. The odds are better to deal with the local element and convince them to bend."
There was a nod at the desire to speak with Watch Tower. "Then we should make use of that rapport," she agreed, "In terms of the bureaucracy, I'm unsure what we can stall, if I'm honest. The new zoning guidelines support the investors of the business district project rather than the residents. One way or another the people here will lose. Whether Spring is involved or not."
She let the statement hang. "I believe it is best for us to focus on one of the paths I've described and it seems we are in agreement that the local criminal element present here needs to be removed or incentivized to allow the residents to leave," she said, "I am open to other ideas, but right now what I'm hearing is that we need to focus on their excision from the district. I am, admittedly, ill-suited for this task, but will help where I can."Ivory had a very basic knowledge of the streets, slightly more than the average outlier at least, but she was no expert. Further, the Pale Dragon was, despite the fierce nature her nickname might imply, decidedly not a terribly physical being.

The finest Fairest Oracle of Las Vegas listened intently to the Wyrm and his good friend Rick. That handsome devil.
“So we have a neighborhood with glamour hanging off of them - likely the result of the local Metal Heads repping Winter Court, with one of the pair having ties to Mr. Carr, and the other seemingly in the bad books with higher ups or at least shakers in the Winter Court. The former is also primed to jump and leave the Onyx Throne behind her.”
“Secondly, through tactful name dropping we know one of our own has left a lasting impression in the neighborhood being attached to 3 bodies. Started an entirely frightening affair.”
“So let's squish our coconuts together and put something together, shall we? We can tag Mitch and send some - Riley, maybe with Agrippa - to go and speak with our dear Winter friend before we reign them both in. Go for the soft underbelly.”
“Furthermore who has a good report with Eurydice? Maybe we can tag her for some incites about what this neighborhood is like since they know her personally and we can maybe use that to our advantage to at least get a little bit more. Volunteers? Or if anyone has anyone else who may know gangs I am open.”
“Lastly, we have a name - huzzah! And they aren’t known in the Courts? But you know what they are? A strong enough name to get property. Let's get the right people on this - shouldn’t need to tap the community just need to put names, to faces, to aliases, etc. Should it be needed I can front the cash to make a little inquiry happen, shouldn’t take too long in the digital age.”
Those were some plans, weren’t they? They were more concise than the false narrative in place about convincing Chugunkin and the City to not commit to their project. The community was going to be crushed beneath the steamroller one way or another and no matter how much optimism Ivory brought that wasn’t going to change anything. Hadn’t she been married to a politician? She should know all about stepping on the few for the needs of the money, er, many.
“So, anything else? The quicker we get this done the closer we are to getting ourselves an NBA team!”
Optimistic clap.

Agrippa's head was spinning- this was a lot of information for one unicorn to take in all at once, even if they had known a portion of it going in already. They nodded to Ivory appreciatively as she left space for them to speak up
"Uh, no. No, I think you have it right. That's everything as far as I remember it. I have my theory that there's a Lost puppet-master behind the criminal violence, but I have nothing to support that notion aside my gut. Either way, I believe it might be prudent to keep an eye out for potential court connections while we look into the criminal element. We want to tug this problem out at its root."
Archie's suggestions prompted nodding, accompanied by a brow increasingly furrowed in thought and worry
"I am certainly onboard to accompany Riley for a pleasant little chat. Those do tend to be my specialty. Of Eurydice... I believe she is aware that Chugunkin is attached to this project, and is less than interested in involving herself because of it. I have spoken to her before, she knows my name, but I would not say that I am much more to her than a pretty face. And considering the last time we saw her motley mates-"
They shot Archie a very pointed look
"-that might be an optimistic measure of things. I could make the call, but I would not count on her cooperation, and I'd urge she not be plan A. As for investigating the criminal element, I'm afraid I am similarly ill-suited as far as street smarts and criminal intuition are concerned, however I am always available to be an invisible fly on the wall if needed."

Rick nodded taking in the information that was being passed back and forth. The situation was beyond complicated and he wasn't to keen on how it was panning out.
"I am with Pen on this, not sure how Eurydice can help us. But I am all ear."
He reached into his pocket pulling out Riley's phone and sent a text out to Mitch.
Glancing up, he looked to Agrippa. "I'll see when Mitch is free for that meeting. Honestly, with the criminal element, I can keep ears and eyes. But right now, I think either it's going to take some heavy convincing or a lot of money to move them. Checkin' in with the those families might give us some details we are missin'"

There was a slight nod at points made and plans drafted. Notably, it seemed Ivory was not a factor in Riley's or Archie's plans going forward. Even if that was the case, she wanted to make a few things clear.
"I want this to succeed," she affirmed, "My relationship with Eurydice has largely been in passing, but it seems Agrippa is confident to see that part of your plan themself."
Ivory was not one to try to rain on Agrippa's parade. The Unicorn Beast was not an enemy and Ivory believed they could coexist in the same space. Therefore, there was little reason for the dragon to stir trouble with them.
"As there seems to be a consensus on how to proceed, I am willing to assist in whatever fashion you find appropriate," Ivory continued, the statement addressed to the group as a whole.
Despite her misgivings of associating with Chugunkin, the Lost before her stood to gain from the success of this endeavor and their Desire to gain some favor with the Knight of Coin. Ivory stood to gain from it as well, though she was unlikely to admit it.

Agrippa raised a brow as Rick included himself in the meeting, but they didn't question it. There was clearly a couple things not being explained at the moment. They simply smiled and nodded, before turning to Ivory as she spoke up.
"Oh no, that wasn't what I meant! Just because I could call her doesn't mean you couldn't. At this juncture I'm not sure how I would convince her to help, other than to talk sweetly and pray that she would have a decent price in mind. If you think you could broker more of a deal than I could, then I'd encourage you to try your hand at it before me. All I know for certain is that she isn't going to come through out of the sheer goodness of her heart- not with Chugunkin's name attached. I already tried once."
The unicorn shrugged, again looking worried. The truth was that they dreaded the idea of speaking to Eurydice about the topic a second time- they hadn't started off on the right foot, and blatantly ignoring her rejection to ask again didn't seem to them to be a stellar second move.
"If we really do need to meet her and one of us manages to even get past the front door, then I wouldn't mind tag teaming that conversation."

Rick frowned, looking down at his phone. Either Mitch had blocked him, or the dancers signal was terrible. The oath hadn't suggested Mitch was any danger yet, so he wasn't overly worried. But it was frustrating.
"Pen, mind texting Mitch, his number is XXX-XXX-XXXX. I might be having signal problems."
Rick glanced towards Archie for a moment. Having someone who was not involved in these morning's events might have a better chance of Mitch responding than Penrose or Archie. So it was worth the shot.
Standing around in Whitney left Rick feeling a bit fidgety. Rick was realzing now that the longer they stood around in this area talking the more awkward it was for Agrippa and Ivory that 'he' was here and Riley wasnt. An issue he'd handle later.
"Checkin' in with Mitch is one thin'. But even if we clear roadblocks, that payout isn't enough to keep the folks around here afloat. If we are honestly tryin' to do best by them. A more substantial support infrastructure will be needed. Abigail, do you think that is something you can look into? "

Agrippa looked up to Rick, momentarily disoriented as the request tore their attention away from Ivory and their anxieties surrounding Eurydice
"Oh yes, of course! Give me one moment."
They plunged a hand into a blazer pocket, retrieving a smartphone in rose gold with a case of white filigree. The thing was already on, so it was only a matter of seconds before they were typing in the number, and a short text containing vague salutations. They sent it, waited a moment, and then frowned as they apparently hit the same wall Rick had. They tried again. On the third try, they pursed their lips askew and shook their head.
"It isn't sending. Or he isn't receiving. Either way, it isn't just you."
Cautious eyes flickered back up to Rick, hoping to see an apathy that would indicate that this wasn't something to worry about.

Ivory gave a short nod and a smile to the Unicorn Beast.
"We saw great success in our last collaboration," Ivory offered, "I see no reason not to continue. We can go to Eurydice. Worse comes to worse, we can't get through the door and need to find another angle."
Ivory looked Archie and Rick to give them the space they needed to offer their own piece of mind.

Alright so lets just set some scenes here so we don't have to play in a circle.
Meeting with Watchtower: I recommend just meeting Calli, but we could play with both. I would recommend getting Mitch if we could but the bridge may be burned so we should anticipate not having the Swan. Riley has history so they are getting nominated to execute that scene (Feel free to tag whoever you feel can help from the DH crew)
Maria Melnyk 1: Oren, Ivory, Agrippa - going by what Kraken has mentioned OOC, lets get tracking powers rolling via our favorite mirror and track this person down
Maria Melnyk 2: I will drop some extended research rolls to see if maybe I can use patience to string something more together
Who's the Gang?: Ivory can use Mask of Superiority to intimidate the shit out of some gangbanger or Riley can call 'good job' Lucky Jack and ask for his police take on the matter.
Eurydice: No one has good report so dump that line, use above to get same info.

Ivory returned to the group following a phone call.
"Alright, so talked to our contact," Ivory offered, "The block serves as the main concentration of Columbian residences in the area. The residents have apparently been resisting the Cartel for a long while and the more influential families are presumed to have the means to protect themselves. That or their indebted to someone who 'protects' them. That said, it's unlikely to be the BCB or white supremacists, so we can at least strike them off the list of potential offenders."
Ivory would give the descriptions of the man from the Vega family and the elderly woman from the Silva family that Archie, Riley, and Oren had previously spoken with earlier and state they were likely the leaders of the community itself. Ivory was uncertain whether or not they were the offenders, however. Given that Archie and Rick didn't share the details of their individual meetings, the information was thought by the Pale Dragon to be new at least.
"He suggested looking into the investors, but our scouting only uncovered that the primary developer is attached to Chugunkin and he doesn't believe the residents are acting against Chugunkin direct," she continued, "Their beef is with the Mexicans and Dominicans, not the mob. Our contact suggested someone in our community might be influencing the chain of command and said to look into investors that might be abnormal for the community. The only name we uncovered that was out of the ordinary was one Maria Melnyk, but she's an employee at the agency, not an investor."
"So, all in all, there are two local contacts, but not a lot of info beyond that. If we speak to them, our contact suggested not dropping any names, as it's likely to make them nervous and they won't talk," Ivory concluded, "If it's the main families that are the problem, then either an abnormal investor is trying to gain access to the community via the development or one of our people is manipulating them into thinking the Cartel may be involved. If it's not them, it's whoever their indebted to. Either way, this can only end by forcefully removing the perpetrators or destabilizing the leadership and hoping the residents move out on their own once the dust settles."
The frustration on the Pale Dragon's face was clear as she relayed what Lucky Jack had told her. Sure, there was a new perspective and ideas, but Ivory felt like she just kept giving the other Lost dead ends and she hated that.
"You mentioned one of our own making an impression and leaving three bodies," Ivory said, looking to Archie, "Think it might be who's causing all this given our friend's perspective?"
